Fraud on my account : outbound calls to Philippine premium numbers, requesting refund and international dialing block

I’m reporting what appears to be International Revenue Share Fraud (IRSF) on my account, and requesting a refund across my last three invoices.

An agent on my account (“Lealdo webpage sales”) is being triggered to place repeated outbound calls from +1 720 502 8218 to a small set of Philippine numbers on the +63 813 004 xxx range (…4746, …4649, …4939). These are not real leads.

The pattern is consistent with IRSF:

  • The same few +63 numbers dialed over and over, often seconds apart
  • Many calls ending at exactly 4:57 — hitting a duration cap, not ending naturally
  • Telephony sharply disproportionate to the rest of the invoice, while Voice LLM, Voice Infra, and TTS stay proportional to the minute count:
  • “Philippines Telephony (per second)” now appears on my account — a destination I’ve never intentionally called. Same for UK, Italy, and Mexico.

What I’m asking for:

  1. Refund of the fraudulent telephony charges — roughly $1,528 across the three invoices. The Jul 12 invoice is already paid.. My pending invoice also appears to include these charges; please adjust before collecting.
  2. Hard block on international outbound dialing at the account level — +1 US/Canada only. I have no international use case.
  3. Guidance on available controls — destination allowlists, concurrency caps, rate limits, spend ceilings.

I’ve disabled the affected agent and deleted the phone number. I’m happy to provide call IDs, recordings, or anything else you need.
