Our business uses BYO Twilio toll-free number that are TFV approved and can send/receive SMS in Twilio. Can Retell attach an SMS agent to that number, or are Retell SMS agents limited to A2P 10DLC-approved local numbers?

Yes. you can integrate your existing SMS-capable Twilio number (toll-free TFV-approved numbers qualify, as long as SMS is enabled and compliant) with Retell by entering your Twilio Account SID and Auth Token in the “Setup SMS Function” under Advanced Add-Ons. For two-way SMS conversations, enable useInboundWebhookOnNumber on the Twilio dashboard, then attach a chat agent. SMS is US-only.
