403 'Access from sanctioned region' when registering call via SIP integration (jambonz)

Hi Retell Support team,

We’re testing your SIP integration (retell-sip-integration-example) with jambonz, calling our SIP endpoint from a softphone (Linphone). We are not using a purchased phone number yet — only SIP for testing.

When an inbound SIP call arrives, our server tries to register the call via Retell API, but we consistently get:

HTTP 403 with message: “Access from sanctioned region is not allowed.”

Our server IP geolocates to Russia (RU) (ipinfo shows country RU). Logs show the call is received by jambonz (“new incoming call”), then fails at registerCall and the session closes.

Could you please confirm:

  1. Is this restriction based on the server’s source IP only, or also on the caller’s region/number?

  2. If we move our infrastructure (the shim/API caller) to EU/US, will SIP testing work?
